THE NATIONAL PARTY’S PROMISES ON THE COFFS HARBOUR BYPASS
The National Party has repeatedly stated directly or leads people to believe two or three tunnels would be involved with the Coffs Harbour Bypass.
It is understood a spokesperson for the Member for Cowper, Luke Hartsuyker, is telling the media that ‘no tunnels we’re ever promised’.
Less than three months before the 2016 election, it says, amongst other things:
- “….work associated with the two tunnels associated with the Bypass.”
- “To have people on the ground at the dual tunnel site…“

This map was on the RMS website until Monday, 24 September 2018, the day they announced they had ditched the tunnels.
The map identifies a “potential tunnel” at:
- Roberts Hill Ridge
- Gates Road
- Shepherds Lane
Indeed, it said “potential”, but there’s no further clarification on the “preliminary concept design” except to say “design shown is subject to further refinements as part of EIS and refined concept design”. There is no mention of a ‘potential cutting’ or ‘potential land bridge’.
I would argue that a trench rather than a tunnel is not a ‘refinement’ but a substantial change to plan.
